Of those states that are recognized as friendly toward the surrogacy procedure, some are more friendly than others. Likewise, of those listed as being unfriendly toward surrogacy, some states simply have inconsistent legal results pertaining to those court cases that have been heard while others prohibit compensated surrogacy contracts or birth certificates naming both parents.
